Which admin level will allow each user to edit their templates, comments, entries and preferences for ONLY their own weblog?

Also, it may be right in front of me, and I’m not seeing it, but how do you change the status of a user from, say Admin Level 3 to Admin Level 4?

kagstone, please don’t post the same thing in multiple threads.  It makes both support and future user searches more difficult.
